Some attendees had stopped attending once they had developed sufficient confidence to take to the road on their own. The rest had completed all 10 sessions. Some had now bought their own cycles others were considering what bike to buy. \par The Teignbridge Primary Healthcare Trust along with other partners had been able to set aside sufficient funds to continue th e programme. They were intending to purchase a storage unit and bikes for the clients to use. The next course will start, all being well, in mid-October and run on Saturdays. \par Those responsible for running the course had been to Torbay to advise them. \par \par }{\b\f0\fs22\ul\lang2057 Newton Abbot Town Council Transportation Committee Meeting \par }{\f0\fs22\lang2057 Jackie Brodie is expected to be able to attend the next meeting on 15}{\f0\fs22\lang2057\super th}{\f0\fs22\lang2057 September. \par Cllr Graham Wickham told the meeting that he thought that the Town Council was intending to devote time to look at transport issues in a specific area of the town and thereby come up with solution for the area rather than one specific mode of transport. \par \par }{\b\f0\fs22\ul\lang2057 Cycle Path \endash Teigngrace to Jetty Marsh \par }{\f0\fs22\lang2057 The reply from Tony Watson was read. The letter said that it was Teignbridge DC that had laid the path. They had used to last of their cycling project monies for this. This money had to be spent before the end of the financial year viz. 31-03-04. This was at a time when the underlying track bed was wet and hence why the path is rippl ed. It is expected that the path will flatten out during the coming autumn and winter. \par \par }{\b\f0\fs22\ul\lang2057 Balls Corner and Adjoining Cycle Path \par }{\f0\fs22\lang2057 It was reported that Mike Fernbank of Parsons Brinkerhoff would be carrying out the end of contract safety audit on Thursday 9}{\f0\fs22\lang2057\super th}{\f0\fs22\lang2057 Se ptember. Various members of the NACG agreed to attend. The meeting point would be the new toucan crossing at 10.00 hours. \par }{\b\f0\fs22\lang2057 Post meeting note}{\f0\fs22\lang2057 - this audit has taken place with 3 members of the NACG present. It highlighted a number of issues. The formal report will be made available to the NACG. \par \par }{\b\f0\fs22\ul\lang2057 Complaints Card \par }{\f0\fs22\lang2057 The Chairman reported that his e-mail had been received by DCC. They had replied that it was not their responsibility and he should contact the Highways Agency or the agency\rquote s sub contractor. Members fe lt that this was not a satisfactory procedure. It was agreed that if DCC get a complaint similar to the one raised by Ian Glendinning \endash it related to the state of the cycle path that is parallel to the A38 between Ashburton and the A383 junction \endash they should forward the complaint to the respective agency and not pass the buck back. \par Graham Heath agreed that he would look into the matter.\tab \tab \tab \tab \tab \tab }{\b\f0\fs22\lang2057 GH}{\f0\fs22\lang2057 \par \par }{\b\f0\fs22\ul\lang2057 Safe Routes to School \endash Teign School \par }{\f0\fs22\lang2057 Tom Buxton-Smith told the meeting that he was off to Bath University in a few weeks but that he would try and find a replacement before he left.\tab \tab \tab \tab \tab \tab \tab \tab }{\b\f0\fs22\lang2057 TBS \par }{\f0\fs22\lang2057 Richard Soffe had suggested to his son Will that this may be an opportunity for him. To date nothing has been heard of this approach. This will be followed up.\tab \tab \tab \tab \tab \tab }{\b\f0\fs22\lang2057 KR/TBS}{ \f0\fs22\lang2057 Tom was thanked for his contribution to our group and wished the best in his future studies. \par Steve Hal said that he was anxious to become a parent governor at Teign School and would do all he could to promote the safest cycle routes possible. \par \par }{\b\f0\fs22\ul\lang2057 Other Kingsteignton Cycling Issues \par }{\f0\fs22\lang2057 Concern was made over the new speed cushions in Chudleigh Road. It was however agreed that they had reduced the speed of the motorised traffic and led to traff ic using Broadway Road as an alternative route. This meant that the cushions and other measures had achieved their objective \endash less and slower traffics past Teign School. \par The new Tesco Express at the Fountain had led to indiscriminate parking and this had put cyclists in jeopardy. It was noted that the police had already had one blitz on drivers stopping in prohibited areas. \par \par }{\b\f0\fs22\ul\lang2057 Plans for Cycling in Teignbridge \par }{\f0\fs22\lang2057 Graham Heath outlined the overall transport strategy and in particular how it affected the needs of cycling in Teignbridge \endash see attached for the paper he presented. \par 1 - Key to the proposals is the provision of the National Cycling network Route 2. This encompasses the cyclepath along the Teign and Exe Estuaries. The current time scales indicate that t his will not be achieved till 2007/8. It is possible that the signage will be done in 2006 even if the route is not built to satisfactory standards. \par Ken Berry raised the matter of the existing path alongside the Exe. From Powderham Church to the Turf Inn. the path is along the side of the canal, it is narrow and has to be shared with walkers. Some of the walkers get upset when cyclists want to pass. One problem is that this section is not shown as \ldblquote shared use\rdblquote . If it were then the walkers would know that cyclists are able to legitimately use it. The possibility of putting signs up at each end will be looked at.\tab \tab \tab \tab \tab \tab \tab \tab }{\b\f0\fs22\lang2057 GH \par }{\f0\fs22\lang2057 Ann Wareham reported that she thought the proposed cycle route for this section was to be built along the base of the river embankment in the field. Michael Moodie of Parsons Brinkerhoff had been in touch with the NACG Secretary (Sept 2003). It was suggested that if any of the planned developments take place in t he area of Heathfield or Drumbridges than a case could be made out for a 106 agreement to fund or part fund this crossing.\tab \tab \tab }{\b\f0\fs22\lang2057 GH \par }{\f0\fs22\lang2057 4 - There is a good deal of work in the pipeline with regard to Urban Cycling networks and these were talked through \endash see below. \par 5 \endash It is also being proposed to set up some village networks. Initially this would be tried in a couple of villages working closely with the respective parish concils. \par 6 \endash The last part of the strategy was to be involved with education, marketing and publicity for cycling. \par Graham Heath said that he was keen to see the NACG having an active input into these schemes. There was an urge nt need for a cycle link between Kingsteignton Fountain and Balls Corner. There seemed to be some cycle links that ran east to West but it was the North to South link that needed to be joined up to a continuous route. The meeting agreed that this route was of utmost importance to the cyclists of the area. \par \par }{\b\f0\fs22\ul\lang2057 Haldon and Exeter MTB Club \par }{\f0\fs22\lang2057 The Secretary reported that the Exeter Mountain Bike Club had reached an agreement with Forest Enterprise to make use of part of their land close to Bullers Hill for all kinds of cycling activities \endash sporting and leisure. This had already led to an increase in the number of cyclists riding up from the city to the ridge along the top of the hill. When running properly this facility would attract many cyclists that are not curre ntly members of any club. \par This has highlighted the need for improvements to be made along their route as there are some safety issues with it. e.g. \endash between Alphington and Frank Tucker\rquote s garage, the path from Splatford Bridge to the base of old Haldon and most of all getting from the end of Old Haldon on to the ridge road. Currently the riders ride along the A38 contra to the flow of traffic along the kerbstones! \par Graham Heath took the notes on this and he will look into solutions.\tab \tab \tab \tab }{\b\f0\fs22\lang2057 GH}{\f0\fs22\lang2057 \par \par }{\b\f0\fs22\ul\lang2057 New Cyclepath Surface \par }{\f0\fs22\lang2057 Ian Glendinning explained that one of the problems in laying a cyclepath is that the usual material has to be laid hot and the width of a cyclepath inhibits the use of the usual machines for laying such a path. This often leads to th e ripple effect as experienced across Jetty Marsh. \par Glendinnings have now developed a material that can be laid cold and sets when rolled. It is available in yellow and red. There is a short section on trial at the Apple Lane Path Industrial Estate \endash opposite the Sowton Park and Ride Site. \par \par }{\b\f0\fs22\lang2057 The next meeting will be at the Newton Abbot Football Club, Coach Road, Newton Abbot.
